It depends on the state (we don't know what state you are in) and the complexity of your return. Some states require a copy of your federal return. Some states require a copy only if you have certain types of income or file certain forms. Some states do not require a copy at all.

I don't think they'll ever find out which order you signed your returns in and I doubt that they care. If your concern is that you need to send a copy of your federal return with your state return and are wondering whether you should sign it, that is up to your state. It can't hurt to sign it even if it's not required.

Form W-2 (Wage and Tax Statement) is a six-part form. Each copy identifies the copy number and to whom the employer needs to send each copy. At least three copies are provided to the employee. Copy B is labelled as "To Be Filed With Employee's FEDERAL Tax Return." Copy C is identified as "For EMPLOYEE'S RECORDS." Copy 2 is identified as "To Be Filed With Employee's State, City, or Local Income Tax Return."
For federal returns, the only 1099 form to send is Form 1099-R and only if it shows federal withholding. Do not send any other type of 1099 and do not send any 1099-R that does not show withholding. Check the instructions for your state return.
My understanding is that 1099 is a federal form and does NOT need to be sent in to state agencies
