It all depends on how the question is ASKED.

If it asks if you were ever ARRESTED for a crime - you must answer yes.

If the question asks, were you ever CONVICTED of an offense you may answer no - but only IF you successfully completed your sentence and KNOW for a fact that the conviction record was removed.
