No. It has been discontinued. I have been looking for it all over too but many people dont even remember the Vaseline Baby line. I have tried to find it on Ebay but with no luck.

Yes, it's okay for that, other alternatives include vaseline or graphite powder. Any of these methods are likely to be messy, but less messy than exploding cubes!
You should but corn starch DONT USE BABY POWDER!! because it could damage you lungs, but the corn starch wont bring out the Vaseline one the first try so you may have to do it twice them use normal shampoo.

Its obvious isn't it BABY POWDER its supposed to be used on baby's that's why its called baby powder. You can also use it on your feet like that athlete powder.
