Well, this is more of a philosophical question, but I believe the answer is 'both'. You are born with artistic aptitude and with a unique vision. These are things you cannot learn. However, a raw artist must be groomed to an extent. By that I mean that an artist must learn how to work and how too see art. Surely I am more of an artist now than I was at age five!
