It is always possible to find deals on hotels, bu you have to be willing to travel in non-peak seasons. Hotels base their pricing on availability. If they know they are going to sell all their rooms, they don't need to promote deals, if they can't fill their rooms they lower the prices. As such, look at times when school is in sesson, such as between spring break and summer break. Also, look at airlnes and travel companies to try and find a package deal. Or consider visiting a travel agent who has access to tour companies not available to the public.

I think you should go to Rio de Janeiro, Brazil which one of the most popular and cheap city for tourists. I visited there last year and enjoyed a lot with friends. It is very affordable city, hotels and resorts are cheap and also there are many of eye-caching attractions as well.

I don't think there are hotels that are specifically for elderly, but they do have hotels that have handicap access, etc. There are senior centers and group homes.
