It is a very hardy perrenial and continues to live and grow despite many factors present, including splitting the plant, moving the plant, dry spells, wet spells, different spots in the yard, etc... Maybe the statement is about how hardy rhubarb is - if the (amount of) rain will 'hurt the rhubarb', it probably means the amount of rain is excessive and would potentially cause more harm to other things and plants ... ?
