All my baseboards and molding around my doors has been repainted with a latex on top of an oil base and it is now peeling. What is the best way to fix so it can be repainted?
You can paint latex over oil, we do it all the time. The oil base was not prepped correctly. The paint needs a "tooth" to hold on. You need to sand all surfaces to a solid surface (oil paint, wood etc...) then clean it well with a wet rag using a solution of water and TSP. Let it dry. You now have a solid surface with a slight roughness to it. You can now paint.
