20w50? That's some thick stuff. Are you sure you don't need 5w30, 5w20, 0w20 or 0w40?
You can paint latex over oil, we do it all the time. The oil base was not prepped correctly. The paint needs a "tooth" to hold on. You need to sand all surfaces to a solid surface (oil paint, wood etc...) then clean it well with a wet rag using a solution of water and TSP. Let it dry. You now have a solid surface with a slight roughness to it. You can now paint.
