No. It will no remove paint. Lacquer thinner will, but not effectively if there is a large amount. You will scrub and scrub. You need a thick paste or gel (paint stripper) to remove heavy paint or paint in a large area.

Yes, but better not over an oil painting that's more than 10 years old. The new paint wold hold properly (it will peel off in time)

Well I'm a keen artist on normal plain paper as long as you don't use to much water you should be fine but you can buy oil pads any where these days so try and get some!
