It would depend on what you are plotting.
A bar-graph could itself show the average of its range of values, or you could superimpose a mean-value line to determine which data sets exceeded or were below that average.
Find the shortest bar and read what state it represents. (In a bar graph, the length of each bar is proportional to the number it represents. )

A broken bar graph is used when one value, or a few values, goes up very high. Instead of scaling everything down, the abnormally high value is indicated with the broken bar graph. Of course, a number also has to be indicated, so that anybody who reads the bar graph can find out what the number actually is.
When you need a lot of data or to collect the recorded number
I use a bar graph to represent my favorite pies, and a pie graph to represent my favorite bars.
