You don't have to wear pantyhose (or tights, or stockings). Older women (like your mom) might tell you that, "ladies wear pantyhose," but this is an antiquated (old, out-of-date) rule. Nowadays, it is totally acceptable for women (especially young women) to go bare-legged.
However, if you want to wear pantyhose, or tights, or knee-highs or thigh-highs, you can. For example, if you know you will be too cold with bare legs, or if you have some nice tights that go really well with your dress. Personally, I prefer wearing pantyhose or stockings because they help minimize all the blisters and little cuts I get on my feet from my shoes.
Feel free to wear them or not wear them, basically. It's up to you, and you will not be committing any fashion faux pas either way.
Guidelines for business casual attire can sometimes vary from business to business. But a generic dress would be nice casual pants (not jeans) for men and either a polo type shirt or button shirt. T-shirt are usually not acceptable. For ladies, skirts/dresses or dress pants would be considered casual attire. Again, no jeans.
It all depends on the culture, the country, the business and the weather. In some countries 'business men' dress in dark suits, have black shoes, wear a white shirt and a tie. But a used-car salesman in the same country might wear something far more casual for his business. The attire of a man in the fashion 'business' might be something rather special and unique so that he stands out in a crowd. In Saudi Arabia a business man will wear (in addition to his underwear!) a thobe [body garment], ghuttera [head scarf] and aqal [head rope]. This loose fitting clothing is ideal for the hot climate, whilst preserving local customary modesty. For important social functions a good quality mishla [gold-edged woollen cloak] will make a very good impression! And, of course, we need to distinguish between formal and informal business dress i.e. the business dress to be worn on formal occassions, and the permitted 'casual' business dress that could be worn in the workplace while working with colleagues.
