You don't have to wear pantyhose (or tights, or stockings). Older women (like your mom) might tell you that, "ladies wear pantyhose," but this is an antiquated (old, out-of-date) rule. Nowadays, it is totally acceptable for women (especially young women) to go bare-legged.
However, if you want to wear pantyhose, or tights, or knee-highs or thigh-highs, you can. For example, if you know you will be too cold with bare legs, or if you have some nice tights that go really well with your dress. Personally, I prefer wearing pantyhose or stockings because they help minimize all the blisters and little cuts I get on my feet from my shoes.
Feel free to wear them or not wear them, basically. It's up to you, and you will not be committing any fashion faux pas either way.
