Yes. Even though some states make exemptions to CDL laws on private property (and even though it actually puts them in conflict with the federal law, hazmat is another matter. If you have a hazmat spill, the law will come down on you like a ton of bricks for not having a CDL and hazmat endorsement.

Up to 1000, before a CDL with a hazmat endorsement is required, regardless of what class vehicle you're operating.
If you're carrying quantities of oxyacetylene and oxygen which require the display of placards, and/or the vehicle has a Gross Vehicle Weight Rating of more than 26,000 lbs., then yes you do. If it's under 26,000 lbs. GVWR and you must show hazmat placards for oxygen and acetylene, you need at least a Class C CDL with a hazmat endorsement. If you're not carrying those commodities in a quantity which requires placarding, you don't need a CDL. If the vehicle is a single vehicle or combination of over 26,000 lbs. GVWR/GCWR, and there is no trailer or a trailer in tow is under 10,000 lbs. GVWR, then you'll need a Class B CDL (with hazmat endorsement if applicable). If the vehicle is a combination with a higher than 26,000 lbs. GVWR, and the trailer in tow has a GVWR of more than 10,000 lbs., a Class A CDL is required (with hazmat endorsement if applicable).
If you are a military service member in the course of their duties, no, but you must have gone through hazmat handler certification. A civilian contractor or DOD civilian would need a CDL and hazmat endorsement.
Depends on what the material inside the battery is. At surface level, it appears to be a quantity which requires the display of hazmat placards under CFR49... that requires a CDL with hazmat, regardless of the weight rating of the vehicle. J.J. Keller makes a hazmat hauler's guide which can be found at most truck stops... I'd strongly suggest you read through one before transporting these batteries. As far as licencing goes, you can transport up to 1000 lbs. of certain hazmat classes without requiring a hazmat endorsement, so the one propane tank is legal - look at how many RVers have them on the back of their RVs. If you're operating as a third party carrier, it does get a little more complicated, however. If that tank is attached to the forklift as you transport it, it's considered part of the vehicle. However, if the tank is placed separately from a unit it's being transported with, then it requires the carrier to have hazmat insurance (whether or not the load requires a hazmat endorsement).
