They are not adapted to the cold. They quickly starve and/or freeze to death because of their inability to grow a thick winter coat like horses in the more northern continents are capable of, and it's likely they wouldn't know how to paw through snow to get at the grass underneath.
Africa doesn't have seasons like the United States do. African has a wet season and a dry season. Zebras do migrate during the wet season when there is plenty of food.
