You probably have a caliper the is stuck. This is most noticable as a pull to one side or the other when applying the brakes. The harder you step on the pedal, the more it pulls.
There is brake hardware and lubrication that needs to be replaced. The brake hardware and lubrication that goes on the hardware allows for the brakes to easily release. Now you may want to check to see if your calipers are sticking, or even check to see if the wheel cylinders for your rear brakes are frozen. I am a Brakes Plus Employee.
Brakes on a Dodge Colt? It would depend on what is wrong with them, what they are doing or not doing.
Even though the brakes were recently changed, I would have the brakes taken apart and inspected. Something may have gone wrong.

That sounds like a sticking clutch relay.
Something is obviously wrong with the right rear brakes. Have a trusted mechanic inspect the brakes NOW before you hurt someone or worse.
did the parking brake get set, or the shoes adjusted too tight?

If I were asking here it would mean I have never changed brakes before. Although the process is fairly simple you can do things wrong that would prevent the brakes from working properly. Your first time needs to be with the oversight of someone who has changed brakes before. Better yet, have a qualified mechanic do it for you. Your life and the lives of others may hang in the balance.
It could be your brakes. Your brake pads need to be changed out every couple of years or so.
You should have your brakes cleaned! Or have a mechanic look to make sure nothing is wrong. My neon does this and after driving a while it stops. Sometimes rust,dust and dirt particals get on the drums !!
