The answer to your question is no. It can only hold a pixel shader 2.0. 3.0 Is too much for it. Hoping this is most helpful.
Default Pixel Shader for ATI Radeon 9550 is 2.0 and is not an instalable feauture...but if you can find a way to add it, let me know...
