Afghanistan neighbors enjoy Afghanistan rivers without any tax like Turkmenistan is selling the Afghanistan water back to Iran when it enter Turkmenistan, Pakistan enjoy Kabul river and Iran enjoy Helmand river, so these countries specially Iran and Pakistan make barriers to developing process of dams supporting some armed militias to stop construction of dams. there is 12 dam plan only in Kabul river, so many other dams in provinces Afghanistan use only 25 percent of her water and 75% others enjoy it and some of these countries now think that they have all the right on these rivers.
