That's debatable.
Athena is the Greek goddess of wisdom. Naturally, that's good.
On the other hand, just like other Greek gods, she can be haughty, proud and unmerciful. She's often guilty of favoritism, and individuals such as Arachne could have complaints against her behaviour.
EDIT: Speaking of favoritism. She was kinda sexist against WOMEN. Here is what she say:
"There was no mother who gave me birth; and in all things, except for marriage, wholeheartedly I am for the male and entirely on the father's side. Therefore, I will not award greater honor to the death of a woman who killed her husband, the master of the house."

Like all of the Greek gods, Athena is a complicated personality with human like characteristics. As such, she is neither totally good nor totally evil. Most Greeks saw her as primarily a beneficent , or good diety because she represented wisdom, civilization, justice, and skills, and was often a helper to heros and the innocent in Greek myths. However, she was also a goddess of warfare and strategy, and sometimes performed acts that could be construed as evil.
Athena is a Greek goddess; they can be "good" and "bad" just like people.

He brings good when he is in a good mood otherwise when he is mad he brings storms and earthquakes who could injure or kill humans.
Poseidon brought good and evil to humans. But one good thing he did while he was in a good mood id build islands for people.

Both, Artemis could kill or heal (with her arrows) women, as Apollo could (with arrows) kill or heal men.
