This would depend on the speech he is giving. But it should be noted that "citizen speaker" generally does not mean a president or mayor or governor-- it refers to an ordinary citizen who is advocating for a cause. A responsible citizen speaker's goal is to be fair and accurate in his/her speech, to understand and support the goals of the cause he/she is speaking about, and to provide the listeners with an opportunity for discussion and participation. The responsible citizen speaker represents a particular side of an issue, but does not speak in a biased or inflammatory manner. Instead, this speaker would try to benefit the entire community, by providing the audience with important and accurate information.
