It really depends on what Marvel Universe you live in. In the Cinematic Universe, the Winter Soldier, so far, is not dead. His secret identity, James Buchanan Barnes ('Bucky') was thought to be dead when he fell off the train when Cap tried to save him. It was revealed in Winter Soldier that he was saved by HYDRA and given a metal arm, but that's another story for another time. In the Comic Universe, the Winter Soldier does die in one of the comics, but in most of them involving him, he lives. Also, to make things even more confusing, Bucky is usually not the Winter Soldier in the comics.
