Christine and Raoul have a complicated relationship. Yes, she does love him. She just often does not show it because the Phantom forbids it. Raoul loves her and shows it, but that sometimes makes Christine act more like she doesnt love him because of the Phantom seeing and hearing.

But ultimately, Christine does love Raoul.
