In Pokémon SoulSilver, after getting 16th Gym Badges, you can head to Pallet Town and use Surf to head to Cinnabar Island and then surf on the small water route to the south of Cinnabar Island and head east until you come across a cave. The cave leads to either the Seafoam Islands or Blaine's Gym. Beat Blaine in a battle and then return to Cinnabar Island and talk to Blue there and he'll return to his Gym which means you return to Viridian City and beat Blue in a Gym battle in the Viridian City Gym.

Depends on what badges you have. If all you have is Brocks, I suggest Surfing south of Pallet Town, to Cinnabar, then to Seafoam Island to challenge Blaine. After that, return to Johto and take the S.S. Anne to Vermilion and continue from there.
