He never says so, although it is certainly one possibility. Claudius is very cautious about diagnosing Hamlet's behaviour problem, unlike Polonius. Probably Claudius is worried that Hamlet may suspect the truth about the murder.

He has committed a crime and a sin, and he knows it, and he knows that to really repent it he must give up the reward of his crime. Part of that reward is being married to Gertrude and he does not want to give that up because he loves her very much, no matter what Hamlet thinks.
