I can only find one mention of Truman directly mentioning himself having a pet goat and that was a recollection of a bald (white) goat with a black face when he was a child sometime after 1890, no name as given. But given the name and that the goat is often referred to as a Presidential pet, rather than a childhood pet... I would guess the goat was obtained and named sometime shortly before or after 1944 when Roosevelt and Truman won the election agains Dewey and Bricker. Or, more likely, after the 1948 election which was again against Dewey and, again, Dewey Lost the election. This is all, however, pure speculation.
