Actually there are four counties in Upper Michigan in the Central Time Zone. They are the four that border Wisconsin, Dickinson, Gogebic, Iron, and Menominee Counties. However, I'm not finding any information about a time difference between Lower Michigan and any other part of Upper Michigan. The database in which they keep track of time zone information identifies each area that has a unique set of time change rules all the way back to 1970 by the name of the largest city in that area. Under Michigan I found only Detroit and Menominee. I'll use these names as I detail what I found. On September 18, 1885, Menominee switched from local mean time to Central Standard Time, which is about 9½ minutes earlier. After much debate, in 1905 the whole state was on Central Standard Time. Then on May 15, 1915, Detroit switched to Eastern Standard Time. In 1918, during World War I, daylight saving time was introduced to the United States. Menominee went along for the two years it was "nationwide". Detroit did not. Both stayed on standard time from 1919 until 1942. From February 9, 1942 until September 30, 1945, President Roosevelt had the whole country on a year-round daylight saving time, known until August 14, 1945 as "War Time".
