Good rule of thumb:see a doctor.
Why not. Although all the Doctor actors so far are all from the british empire, I have not come across any rule stating that the actor needs to be British. There isn't even a rule that the doctor has to speak with a british/english/scottish related accent. Considering that the Doctor is an alien from another planet, why would he have to be British?

As a rule, people only go to the doctor when they are sick. Decide for yourself.
There's no 'hard and fast' rule ! For an accurate answer - consult a doctor !

As of 2017, there have been 12 doctors playing the role of Doctor Who starting with William Hartnell as the first doctor and Peter Capaldi as the twelfth doctor. As always with the Doctor Who series, there are always exceptions to the rule, and there is also an actor who played the Doctor before he was called the Doctor in a special 50th anniversary episode called "The Day of the Doctor" played by actor John Hurt.
It all depends on what organ is affected. Ask your doctor.
Rule out means that the doctor has examined/assessed/interviewd the patient, evaluated all the diagnositic studies and ruled out everything related to the patients complaints and findings. The doctor has done this; so he (ruled out) R/O Pervasive Developmental Disorder-NOS.
