Yes, they do accept extra's, they are paid according to what they have to do in each episode, e.g. a speaking role will earn you a few hundred, or just sitting in the pub will earn you a few quid. You would have to apply through an agency though!
And you can apply to join the main cast, but you would have to go through castings etc, and you would need previous acting experience, unless you are very young.
