Windows 8 and 7, being modern, can still run older games like Fallout 3. If these don't work by double clicking, you can run a compatibility mode for Windows Vista or XP on them and they will work as if you are on Vista or XP. To get The Sims 3 to work on Windows 8 would be the same as getting it to work on Windows 7 or Vista.
I am currently running Fallout 3 with all DLC's and it runs fine. You may have to enter compatibility mode and disable visual themes for it to work. If you are running the game with the unofficial patch, it may not work. You can uninstall the unofficial one and patch it with the newest official one (I did this and it works).
