THAT, is like, one of the most debatable questions ever. It seems like he does the whole first season, and a little bit of the 2nd season. He never showed one hint of liking sam, until iKiss. The episode revealed that he had feelings for sam, and vis versa. but they haven't had anymore romantic conflict between the two characters since, which I'm disappointed about. So to answer your question, i think he did like Carly at one point, but without showing any hints what so ever, he lost his feelings for her and gave them to Sam when the second season started.
