This is a hard one to answer, just to not offend anybody it is. The only thing there is to say is that it depends on your beliefs and morals, for example (and I don't mean to offend anyone in this example) in the Christian faith we are all children of God and he loves us all equally but people who have the morals of the Klu Klux Klan who have the same believes does not think that.

NO. At best, it can be argued that theocracies care about the souls of their citizens, but usually they do not even care about those. Serving God or the gods is paramount in a theocracy and if killing people is necessary in that service, then that will be performed.
