Yes. Jake likes Haley, you can see it in some of the episodes where Jake comes running to protect her or see if she is fine. In 1 of the episodes Jake gets jelious from one of the Japanese troop leaders who Haley likes and in "Speed" Jake said to Haley that if he had a chance at being her boyfrien that he would never hurt her.
