I'm a little confused by your question. Only Mattel has the rights to make the Barbie doll, at least here in the United States. There have been doll manufacturers in other countries that have purchased the rights to make and sell Barbie dolls in their own countries, such as Rosebud in England, Estrela in Brazil and Takara in Japan, but I don't think that is what you are asking. Other companies in the United States make fashion dolls the same size as Barbie, or make clothes to fit 11 1/2 inch dolls. Some examples of competitors over the years have been Ideal, Hasbro and Kenner. It's possible that you have clothing made by one of the competitors.
Hasbro might think of it and if it happens it would come out next summer.
No way, Barbie has always been a Mattel product, G.I Joe holds the fort, so to speak for Hasbro. During the civil war centennial there were some confederate and Union war toys dolls- like Johnny Reb, I think he was made by Marx.
