hallal is something lawful and permitted in islam, whereas haram is unlawful and foribbidean in islam. you also have to cut the meat the right way and say the fatiha (a sura in the quran)
It would be better not to associate this question with Islam. Islam las great emphasis on purity, cleanliness and piousness. Kissing or sucking vulva and other private parts is loathsome, detesting, and abhorring. Our aesthetic does not permit it. A Muslim has to recite the holy Qur'an, offer prayer and remember almighty Allah. It would not be suitable to make one's mouth so filthy if one has to recite Qur'an or utter the holy name of our beloved Prophet Hazrat Muhammad (SAW).
