Yes. It has elections in which all citizens of voting age can vote, and they elect public representatives into local and national structures.

It also has an Emperor, but he now has no legislative powers. He is mostly a figure head, like the Queen of England. The Japanese have a prime minister, and two houses in their legislative body.

Japan's government is a constitutional monarchy, meaning that the emperor has very little influence over the politics of the nation. In a constitutional monarchy, the monarch is a cultural symbol and a representative of the people rather than the politics. Japan is mainly governed by an elected official known as a Prime Minister and by a diet, or parliament, comprised of two parties (the Councillors and the Representatives). Japan has a Bill of Rights and a court system similar to that of America's, though there are no claims or administrative courts in Japan. This is a proven and stable governmental system.
