Any pair of binoculars will work to catch Skorupi in Pokemon Platinum. However, keep in mind that Skorupi can only be encountered in the Great Marsh area of Pastoria City. Use the binoculars to spot Skorupi in the tall grass and then approach it to initiate a battle.
go to the great marsh (not where you find the pokemon,inside the building) go up stairs and at the top of the room you will see little grey thing go to one press a and there you go

as far as i know kangaskhan appears only in the platinum version and like all Pokemon in the great marsh its pure luck just hit it hard with balls and keep your fingers crossed also you will need the nationel ppokedex you can get this after you complete the game
Use the binoculars in the entrance to the Great Marsh it will tell you the best place to find Wooper once you go into the game.
you have to evolve it from scorupi which you get at the great marsh You can also catch it in the great marsh but its only a 10% encounter, i suggest using the binoculars
