It depends. Over wifi it does not. You can pay for cellular data services however which will allow you to access data from anywhere with service. I am unsure whether the kindle Fire features the cellular option but others do.

Yes, technically it is possible, but you would have to hack the Kindle so as to have the data it receives be transferred to the computer, and vice versa. And besides, it would be illegal because it says in the terms of use that you can not reverse engineer the Kindle.
Some of the messages that go through the cell phones have to run through the towers in the area. Another reason for slow connection is that after a limit in usuage for data for cell phones they will slow down the connection.
