There are no such facilities at the moment as travelling to Mars will take a long time and there is still insufficient information of Mars, e.g. the atmospheric conditions, therefore we would not want to take the risk to transport the materials to Mars now. These facilities may appear in the future, where space exploration becomes safer and there is enough reliable information of Mars to determine whether humans are able to survive on the red planet.

If you were to just put a person on Mars, then no. There is no oxygen on Mars, and oxygen is essential to human life. However, if there were buildings which could provide the oxygen, similar to a space station, and there is plenty of food, then yes it is possible for a human to survive on Mars.
