Well he hasn't but soon he will... He said in the manga " How can i tell her my feelings if I can't even keep my promises?" well... this means he wants to accomplish his promise to Sakura and then he will confess to him... but he doesn't expect sakura to love him back.. because he knows how sakura feels for Sasuke and That's how Naruto Loves Sakura... he hasn't confessed to her but I think it may happen in the near future... so let's all wait...
