According to Wikipedia, Netflix began to stream films (presumably in Spanish) into Latin American (i.e. Spanish-speaking) countries in 2011. Whether these films are accessible in the UK/USA is another matter.

Not really sure what you are asking, most Latin countries have English language theatres that show English movies or they have regular theatres that show English movies with Spanish subtitles ( I know Spain, Mexico, and Puerto Rico do) There are also theatres in the United States geared towards a Spanish audience that only show Spanish Language movies.

No "Pretty Little Liars" will not be on Netflix when the show comes out. For a show to be on netflix it has to already be out on DVD and sometimes it still wont show up for months later. Netflix is a great way to catch up on past seasons and watch good movies but as for keeping you up to date its not the best.
