If you ran away from Ho Oh AFTER you beat the Elite 4, you can still battle it. I think it will reappear at the tower if you beat them again, just like suicune. If you cant, then I'm sorry, I don't know what to do!

In PokemonHeartGoldDS you follow the storyline (like you do) - the Kimono Girls will tell you a bit about what to do, but- Ho-oh is in the bell tower of Ecruteak city - you'll need your clear bell which you would have got from the kimono girls. The kimono girls will perform a dance that will bring Ho-oh from the sky. Ho-oh is possible to catch with temporary ultra/nest/dusk etc. pokeballs - but saving your game before you try to catch it is wise =)
Ho-Ho the legendary Pokémon appears in both games: Pokémon Heart Gold: Ho-Ho is the legendary you can catch in the game. Pokémon Soul Silver: You can catch Ho-Ho after you get the Rainbow Wing from the man in Creaulean City. Then you go to the bell tower and at the top the Kimono Girls will dance like they did for Lugia and then you battle HO-HO and catch it. The Ho-Ho will be lvl 70. (sorry if its not in creaulean City) and sorry if its wrong.
