Yes, fish oil has been anecdotally reported from many users to cause drowsiness. Various websites with varying levels of "experts" will offer possible reasons for this effect, but as of March 2012, no clinical trials have been done to show how extensive this side effect is. Again, anecdotally, the consensus is that over time, the drowsiness effect from taking fish oil will wear off. Paradoxically, another reported side effect of fish oil is insomnia! Again, based on the reports of users, this side effect is also commonly thought to disappear as a person continues to take Omega 3 oils.
