There are a number of commercial banks which participate in the medallion signature guarantee program in Singapore. Some of them include Bank of America, American Express bank and Bank of Singapore.

Answer 1. None that I can find. Answer 2. Today in April 2011 I contacted the Bank of Montreal (BMO) to ask about the Medallion signature guarantee program. They do participate in it. People at my branch in Toronto have the stamps.

I have just had a Medallion Signature Guarantee at my Key Bank branch in Stone Ridge NY - so I guess this means, yes Key Bank does provide the Medallion signature guarentee.

You can only get a medallion signature guarantee from a bank or an investment brokerage firm. Usually banks have only one person at the branch that can do signature guarantees, so you generally have to make an appointment to have the guarantee done.

Most any consumer bank or credit union will be able to provide a medallion signature guarantee. Call the bank or credit union where you do business and ask. There may be a small fee, but usually not for customers of the financial institution.

Make sure to call ahead and ask if they have a medallion signature guarantee, and if so, what supporting documentation you would need to bring in (e.g. drivers license, account statement, etc.)

Bank of America participates in the Certifying Officer's medallion signature guarantee program in Los Angeles, CA. BofA wants you to open account before they feel comfortable handling the transaction: I understand that they want your information on file before they handle it, and they handle it for free if you are one of their clients. Actually, they have a pretty good program for a checking account. You might want to check it out.
I know that Regions Bank offers the Medallion Signature Guarantee. But, I do not think that it is available at every location, if I remember correctly it is available at the Schillinger's Road branch in front of Home Depot about a 1/4 miles south of Airport Blvd in West Mobile.
