As far as I know, Pandora was not a goddess but rather a creation of Hephaestus. Zeus asked him to make Pandora as a punishment for the humans letting Prometheus taking fire from Olympus. She was created to be basically flawless except for her extreme curiosity. Other than that she was perfect.
