You can either buy them individually or a Special Edition Bundle (Nintendo 3DS XL + Pokémon X OR Y). These Bundles are only confirmed in Japan but other countries might get them as well, even if it is with a different design.

Pokémon X and Pokémon Y will be released worldwide on October 12th, 2013 (excluding some countries) and it is exclusively for the Nintendo 3DS.
