Yes, Pokemon of all stages can still learn moves.
Because there are some moves that it can only learn in it's current stage or just moves that it learns quicker in it's current stage. And of course becaue some people just like their original Pokemon better. :)
By the way it's orochimaru.no he didn't sasuke went there with his own free will and that was after the fight with kyuubi naruto and cure mark second stage sasuke you should watch it.
Sasuke doesn't have a demon form exactly. It's the second stage of his Curse Mark, I think you're thinking of. Um, at the Final Valley or something in Pre-Shippuden, Naruto goes Nine-tail on Sasuke, and Sasuke goes into his second stage.
You can teach Roserade's many moves, yet it never learns Petal Dance. You can teach it Grass Knot anytime, even when it is in it's single stage as a Budew. You can teach Roserade any moves, but I don't have a clue what moves he/she learns when it levels up. x
*I'll only answer about Sasuke's Mangekyou Sharingan Sasuke can perform an early stage of Susano'o, he can do the Ameterasu (the Eternal Black Flames), and Tsukiyomi (powerful Uchiha Genjutsu). Sasuke will get the Eternal Mangekyou in the manga, but how it will look like and what Sasuke will be able to do is unknown
