Why did people believe Venus had water?

However, there is a good possibility that Venus DID have water about a billion or two years ago, but something happened to the carbon cycle that caused the runaway greenhouse effect. It is now a probable coincidence that the Earth will follow Venus within a billion year or sooner if we are not careful.
