Blizzard Entertainment tries to keep the lore and story going from game to game and expansion to expansion. Sometimes it is quite difficult because classes and abilities need to be balanced with others and between PvP and PvE.

World of Warcraft.
If Blizzard did make world of Starcraft there would hardly be a difference between World Of Warcraft and World Of Starcraft since Starcraft and Warcraft are very similar games. so there is really no point of making it.
Starcraft
The game was released on November 23, 2004, and is the fourth in a series of "warcraft" games.
World of WarCraft first came out in late 2004. The world on which it is based has its roots in the WarCraft RTS games, the first of which was released in 1994.

I Think there are 3 exists preceding games in the Warcraft series. The initial video game in the series was known as Warcraft: Orcs and Humans that's such a success it produced a sequel. All of the Warcraft games happen within the fantasy realm of Azeroth. /
