Some people do follow that law. However, some people still illegally kill elephants to sell their ivory. Also, when elephants eat the crops of the African farmers, they are sometimes killed by the enraged people. First it is legal to hunt African elephants in at least 10 countries at this time. Second, more people are killed by elephants every year than elephants by people. Third, when a village loses it's entire crop in a couple of nights and the herd is culled by the gov't. Once dried, the meat from those elephants will feed the village for a few months while they await gov't aid. Unless they live in Zimbabwe.
