Yes. EFI stands for Electronic Fuel Injection, so essentially anything that doesn't have a carburetor is EFI. (Exceptions to this would be mechanical fuel enjection, but as far as i know it was never done on a gasoline engine, only diesels). In 94, GM used a TBI injection system, meaning Throttle Body Injection. Its still computer controlled fuel injection, but it has two injectors where the carburetor would normally sit, instead of the more modern port injection, which uses a separate fuel injector for each cylinder.
