Pull the fuse. with the fuse removed it will not function but you will have full power brakes like any other car.
I was looking at the 1999 Lincoln Continental owner manual and it shows : In the fuse panel under the drivers side of the dash : ( # 16 is a 30 amp fuse for the moonroof switch )
I can't tell you how but I can say you have an electrical problem. There is something shorting out also there should be other accesories not working that are on the same fuse
there is no layout for this fuse panel, contact the dealer for that answer.
