The 2000 Prizm fuel filter is located in the gas tank along with the fuel pump, fuel pressure regulator, and sending unit. Access the assembly by removing the bottom of the back seat and removing the cover underneath. Do not do this on a full gas tank; gas will spill EVERYWHERE if you do!
WARNING: The fuel pump as I remember has TWO o-rings on its neck; the top one WILL probabily stick in the old fuel filter. DO NOT LOSE IT; IF YOU DO THE FUEL PUMP WILL SPRAY THE GAS BACK INTO THE TANK AND YOU WILL GO NOWHERE! If you are changing the fuel pump as well, the aftermarket ones may not have this o-ring! Even though the parts are easy access, change the fuel pump if the car has extremely high mileage alone with the fuel pressure regulator and fuel filter. (Everything is in a can assembly). The top fuel pump o-ring is on the brown washer that goes on top of the neck.
This can be a very simple DIY job if you PAY ATTENTION and HEED the above WARNING, saving you several hundred dollars in the process. I only put the WARNING above because of my own experience with this issue (I will also suggest you buy dealer parts for this in spite of the price; make sure all o-rings and gaskets are included or bought).
