Every production car from the 1970's on has a steering lock with the possible exception of some current model cars (2009 and newer).

To replace the lock cylinder in a 1970 Mustang, first, remove the steering wheel and the steering column cover to access the ignition assembly. Use a flathead screwdriver to release the retaining clip on the lock cylinder while turning the key to the "On" position. Once released, pull out the old lock cylinder and insert the new one, making sure it locks into place. Reassemble the steering column and test the new lock cylinder to ensure it works properly.
The ignition lock switch is found under the steering column on a 2004 Honda Civic. Remove the steering column and ignition switch. Loosen the mounting screws that hold the cylinder in place. Pull and replace the lock cylinder.

I read somewhere that you have to flush it. i.e. drain it and replace the power steering fluid. Preferably with the wheels off the ground, just spin the steering lock to lock a couple of times (with the engine running) and that will do it. Top up fluid if necessary and 'bobs yer uncle'!

To change the power steering fluid in a 2004 Volvo S60, start by locating the power steering reservoir and removing the cap. Use a turkey baster or siphon to extract the old fluid from the reservoir. Then, refill the reservoir with new power steering fluid, ensuring it meets the manufacturer's specifications. Finally, turn the steering wheel from lock to lock several times to circulate the new fluid, and check for any leaks before replacing the cap.
The lock sign should go away when the steering wheel lock is disengaged.
